What are sacramental buds used for?

Used as the crafting material for Bewitching Branches, and Preserving Boluses, Sacramental Buds are said to be "cultivated with youthful, sacramental blood."

They're found most prominently in

The Church of the Plague in Caelid

The Writheblood Ruins in Altus

At the Amber Starlight, in front of a statue of Malenia and Miquella

variety of locations in Mt. Gelmir

5 dropped by Invader Millicent

What's up with the constant connection to Malenia and Miquella? Beyond simply the implication of youth, these buds appear in areas relevant to each character. However, they're infrequent in the places they presently inhabit; Mohgwyhn Palace, and the Haligtree.

It doesn't make a lot of sense, and I was looking to see what others thought of it.
